15. Doflamingo
Peak feat: Controlled an entire country with string manipulation, fought Gear 4 Luffy and tanked multiple Boundman attacks before being taken down by a single King Kong Gun (Dressrosa Arc)
Doflamingo's Awakened String-String Fruit turned buildings into strings and created an inescapable birdcage that even an Admiral couldn't cut. His durability - tanking Gear 4 attacks - puts him above most New World pirates.
14. Katakuri
Peak feat: Matched Snakeman Luffy blow-for-blow in a 12-hour fight (Whole Cake Island Arc)
The strongest Sweet Commander had Future Sight Observation Haki, an Awakened Mochi-Mochi Fruit, and Conqueror's Haki. His only loss - to Luffy - came after he stabbed himself to give Luffy a fair fight. In pure combat, Katakuri is one of the cleanest fighters in the series.
13. Sabo
Peak feat: Fought Fujitora (an Admiral) while still adjusting to the Flame-Flame Fruit. Later declared an existential threat by the World Government (Dressrosa Arc, Reverie Arc)
Sabo inherited Ace's Devil Fruit and combined it with Dragon Claw martial arts and Haki. The Revolutionary Army's Chief of Staff is rapidly scaling into top-tier territory.
12. Marco
Peak feat: Fought King and Queen simultaneously during the Raid on Onigashima (Wano Arc)
The Phoenix Fruit's regeneration makes Marco nearly unkillable. He stalemated Admirals during the Marineford War and held his own against two of Kaido's strongest commanders at once.
11. Yamato
Peak feat: Fought Kaido one-on-one and survived, using Advanced Conqueror's Haki (Wano Arc)
Kaido's child held off a Yonko solo using the Mythical Dog-Dog Fruit (Inu-Inu: Okuchi-no-Makami) and Advanced Conqueror's coating. For raw combat power, Yamato is borderline Yonko-level.
10. Kizaru
Peak feat: Fought the combined Straw Hat crew at Sabaody and made them look helpless. His Light-Light Fruit makes him literally the fastest character in One Piece (Sabaody Arc)
Admiral Kizaru's Logia fruit gives him light-speed movement and devastating laser attacks. His casual attitude masks genuine god-tier power - he can teleport via light beams and kick at relativistic speeds.
9. Akainu
Peak feat: Fought Whitebeard - the World's Strongest Man - and survived. Later fought Aokiji for 10 days and won, becoming Fleet Admiral (Marineford Arc)
Akainu's Magma-Magma Fruit is the most destructive Logia in the series. He punched through Whitebeard's chest, killed Ace, and permanently scarred Luffy. His ruthlessness combined with top-tier combat power makes him the strongest Marine by feat.
8. Big Mom
Peak feat: Withstood Gear 4 attacks without flinching, possessed soul-manipulation abilities that could one-shot anyone who feared her (Whole Cake Island + Wano Arcs)
Big Mom's combination of absurd natural durability (her skin was never cut until the Wano raid), Soul-Soul Fruit abilities, Conqueror's Haki, and her Homies (Prometheus, Napoleon, Hera) made her a walking apocalypse. It took Kid and Law's Awakened Devil Fruits to take her down.
7. Garp
Peak feat: Fought and cornered Rocks D. Xebec alongside Roger, destroyed mountains with Haki-coated punches, recently decimated Blackbeard's island with Galaxy Impact (Rocks era flashback, Hachinosu Arc manga)
The Hero of the Marines. No Devil Fruit - pure Haki and fists. Garp in his prime rivaled Roger, and even in old age he's shown feats that compete with active Yonko. Galaxy Impact's shockwave dwarfed Hachinosu.
6. Mihawk
Peak feat: Slashed an iceberg in half from miles away at Marineford, fought legendary duels with Shanks that were said to shake the Grand Line (Marineford Arc)
The World's Strongest Swordsman. Mihawk's black blade Yoru cuts at continental scale. He's implied to be at least as strong as Shanks - his former rival - in pure combat ability. The world government classified him as a threat above most Yonko after the Warlord system dissolved.
5. Blackbeard
Peak feat: Wields two Devil Fruits simultaneously - the Darkness Darkness Fruit (negates other Fruits on contact) and the Quake-Quake Fruit (shattered the air at Marineford). Defeated Ace, captured Bonney, and is actively collecting more powers (Marineford Arc onward)
Blackbeard is the ultimate wildcard. His darkness negates Devil Fruit abilities, his quakes can destroy islands, and he's still getting stronger. As the likely final villain of the series, his ceiling is unknown.
4. Luffy (Gear 5)
Peak feat: Awakened the Human-Human Fruit Model: Nika and defeated Kaido - the World's Strongest Creature - in a one-on-one battle (Wano Arc)
Luffy in Gear 5 bends reality like a cartoon. He turned the ground into rubber, grabbed lightning and threw it back, inflated to giant size inside Kaido's body, and ragdolled a dragon that every other fighter in Wano failed to beat. His Advanced Conqueror's Haki punches don't even need contact.
3. Kaido
Peak feat: Defeated Luffy three times before losing. Held up an entire island in the sky while fighting multiple top-tier opponents simultaneously. Tanked attacks from an entire alliance of supernovas (Wano Arc)
The World's Strongest Creature. Kaido's durability is the highest shown in One Piece - almost nothing could pierce his dragon scales. His Blast Breath could vaporize terrain, and his hybrid form combined overwhelming strength with shocking speed. It took Luffy awakening a mythical Zoan just to match him.
2. Shanks
Peak feat: Ended the Marineford War by simply showing up. Later one-shot Kid (a fighter who defeated Big Mom) with a single Haki-infused strike
Shanks might be the strongest Haki user alive. His Conqueror's Haki alone knocked out thousands and froze an Admiral. His combat feats are limited because he rarely fights - but every time he does, it's over instantly.
1. Imu
Peak feat: Destroyed the entire island of Lulusia Kingdom from a location far away using an unknown weapon/ability - an attack visible from space
The true ruler of the World Government. Imu's abilities are still mostly unknown, but destroying an island from a remote location with a single attack puts them at the highest tier One Piece has ever shown. Whether this was personal power or a weapon is still unclear, but the feat is unmatched.
